From ourworldindata the following plot on the cumulative deaths (normalized to one million people) can be obtained (adjusted to the same time interval):

At least in Lithuania, vaccine mandates do help in increasing the vaccination rate, but it also seems they increase mortality? Or vaccination does not matter regarding the death rate? But maybe the time axis is just cut off to favor Poland?

Note the steepening slope in Lithuania coinciding with the announcement of the mandate and its enforcement. So far, Poland’s less restrictive regime looks better.
